According to the Vietnam Association of Seafood Exporters and Producers, currently only about 30% of seafood enterprises in the southern provinces can ensure the “3 spot” conditions, but they are facing extreme difficulties because of the high costs. Costs skyrocketed, while production capacity halved.

In addition to the pressure of accommodation costs for employees, maintaining “3 on-site” production is even more difficult because many problems arise in the transportation of raw materials, there are many cases where there are orders but due to interruptions. the supply of raw materials is broken, so it cannot be produced.

Mr. Nguyen Hoai Nam – Deputy General Secretary of the Vietnam Association of Seafood Exporters and Producers (VASEP) said: “Businesses that meet 3 on-the-spot capacity have had to decrease, because the number of workers to participate in. less production. Priority orders must be adjusted, more urgent. In addition, in the process of exporting containers, goods are more difficult, high prices … making circulation more delayed.”

In addition, despite the application of disease control measures, there have been a few cases of FO cases appearing in the past time, making businesses confused and needing support from local authorities.

Many businesses think that this moment is like standing in the middle of a “fork in the road”: One is to continue operating “3 on the spot” with high pressure. The second is to stop production altogether and accept contract losses.

Remove difficulties for businesses to implement “3 on the spot”

In this regard, representatives of associations and experts have also proposed some solutions.

Explain the reason why the “3 on the spot” model, which has been very successful in Bac Ninh and Bac Giang… but applied to the southern provinces has not been effective. The Binh Duong Timber Association assessed that the biggest difference was in terms of finance and scale, the enterprises in the southern provinces had a large number, but mainly were small and medium. A representative of the Association of Seafood Exporters and Producers said that it is possible to implement a medical model on the spot, coordinate and share between businesses and the health industry, businesses will actively use health teams and stations. factory health. The company organizes self-testing for employees twice a month, the test samples will be sent to the health agency, and the self-test results of the enterprise are applied in circulation and transactions.

In addition, the cost of testing from 300,000 – 500,000 VND / time per person is also a burden for businesses. Therefore, to share difficulties, the local health system can support 50% of the cost or guide businesses to buy at the original price from the supplier, which is also a solution for businesses at this time.

Recently, the Private Economic Development Research Board has just sent a document to the Prime Minister, proposing a number of urgent solutions to limit the disruption of the production chain. It is the application of the “3 on-site” model, so it should be calculated and implemented in localities where the epidemic situation is still “under control”.
